Town Of Winchester issued the following announcement on March 29.

The Winchester Police Department is proud to announce the hiring of Certified Police Officer James Crean. Officer Crean recently retired as a detective from the Torrington  Police Department with 25 years of law enforcement experience.

For  the first nine years of his career, Officer Crean was assigned to the  patrol division and was part of the underage drinking task force, before  serving on the department’s narcotics task force.  Officer Crean was a  member of the Accident Investigation Team for the past 19 years and has  been involved with investigations on numerous types of fatal and serious  moter vehichle collisions.  Officer Crean has been a Field Training  Officer for the past 20 years, teaching new recruits during his time in  patrol and eventually, in the detective division.  

The Town of  Winchester is fortunate to have Officer Crean join the ranks of its  police department.  During his tenure with Torrington, Officer Crean was  promoted to the rank of Detective in 2006.  During his career in the  Detective Bureau, Officer Crean has been involved with every type of  criminage investigation including homicides, shootings, stabbings,  sexual assaults, narcotics investigations, firearms investigations,  death investigations, child abuse investigations, crime scene  processing, evidence collection, and financial fraud cases.  Officer  Crean has received numerous awards during his career including three  Life Saving medals, 11 Chief’s Citations, 2 M.A.D.D. awards (2002 and  2006), and Outstanding Officer (2005).  He was recognized as Officer of  the Year in 2011 by the Torrington Elk’s Lodge and is currently being  considered for another life saving award and chief citation from  Torrington Police Department.
